Potholes all up and down the road. Please help

Road needs resurfacing. Rough and falling Apart. Just patched the last time and the repairs didn’t last.

Yesterday, two men came down the street in vests cleaning. They had two big shovels with them and shoveled all of the debris and dirt out of the both sides of the sides of the street and threw it onto my property. This previously nice white gravel, well-kept parking place now looks like this. I don’t figure there’s anything that can be done retrospectively, but it would be nice if the city would these workers to not do this to other people’s property.

There is a sinkhole in the middle of the road; the hole through the pavement looks small, but there is a cavern below roughly two feet in diameter and one foot deep.
