I would like to report a recurring obstruction on a residential street in Bloomington. There are multiple vehicles being parked in a manner that partially blocks the travel lane, along with cones or barriers regularly placed in the middle of the roadway. This has occurred on more than one occasion and appears to restrict normal traffic flow. I am concerned this may present a safety issue and could impact access for emergency or service vehicles. I would appreciate it if this situation could be reviewed to determine whether it complies with local ordinances. Thank you for your time.
Our neighbor has a panel truck that he uses for his business (please see attached photo) that has not moved in months, and that is not an exaggeration. According to Bloomington City Code Section 15.32.070 this vehicle should have been tagged for removal years ago. I have just let it go hoping that he would get the damn thing running again but now he is renting uhauls and using this as storage. During our last big storm snow removal was greatly impeded because the plow had to navigate around the vehicle causing the snow bank to be in the middle of the street(see photo). What prompted me to submit this now is my wife and I witnessed a very close call between two vehicles passing each other from opposite directions on trash day. The car going south was forced to move closer to the middle of the street because of the truck and damn near clipped the north bound car. The streets here in Fritz Terrace are narrow to begin with but when you have a panel truck there constantly.....
I live at 319 N. Fairview St at the SW corner of W 8th and N Fairview St. Yesterday afternoon, Wednesday April 15, around 3.30 or 4pm the school was releasing the students and the usual long line of parent cars was lined along 8th street. I had driven west, up 8th St, past the school, to the intersection where I usually turn right to park in front of my house. Usually drivers don't block the intersection and this allows a smooth drive through in all 4 directions. Yesterday however when I reached the intersection where I take a left turn in order to park, I found a car parked right across the street blocking all north south traffic. Normally drivers in line keep the lanes open. The driver of this car wasn't moving because he couldn't. Eventually he was able to move enabling my left turn and a north facing school bus to continue on its way. I parked my car and went over to the male crossing guard and asked him why had permitted the driver of the car to block the street. He completely ignored me and was uncommunicative. So, I want to know what responsibilities the crossing guard had and has. His job is about safety I believe so why would he permit a car, part of a long line of waiting vehicles to block egress. His silence and unwillingness to engage with me really annoyed and I suggest you find him another job not involving public safety. I'm not being vindictive I just want people to take their job and role seriously. And, no children were around while this was going on. Robert Harman.

There are three work trucks parked on Driscoll between Dunn and Palmer that are not moved. They seem to belong to a company that is parking them there permanently. They have not moved in well over 72 hours.
