Comment/suggestion re: People's Park. Saw article in the HT about improvements. Would like to add a suggestion that the wall be removed. It attracts people to sit on it and attracts walkers-by to converse w/those sitting on it and blocks pedestrian traffic on sidewalk. In addition, it is dingy and unattractive. She applauds the Dept for its initiative to improve the park.
Parking concern at Rogers and 6th Street. People keep parking on the yellow line and it is very hard to pull out onto 6th Street. Donna has called the Police but nothing has been done.
Accumulation of trash.
3-4 large dogs in fenced in back yard. Dog waste accumulates and smells so bad that the neighbors can't sit outside. Complainants say they have called animal control several times. HAND has also referred 3 previous complaints to animal control with no response. JIM: Please let me know if this is something we can address (or need to, based on investigating the complaint) through BMC & Animal control or if it has to become a civil matter between the neighbors. Thanks-Julio.

MS. BARKLEY WROTE ON 9/5/97 AND REQUESTED A REFUND FOR WHAT SHE FEELS ARE OVERCHARGES FOR HER APARTMENT BUILDINGS.
The first alley East of Pine Street, which runs north and south, is not passable due to weeds, trees, downspout hanging off a shed, etc. This is Mr. Fleetwood's second complaint. He would like the inspector to call him so that he can meet the inspector at the site.
