The Johnson Creamery flooded again. I am a tenant in the building and after talking with the management company of the building, they indicated that the reason why the building floods regularly now is because of the way the drainage is designed. We walked around the back of the building (north side) and saw drainage that clearly can not handle the amount of run off coming from between 8th and 11th st buildings and parking lots. I'd like to request the city evaluate the options so this can be fixed. This building now floods several times a year, ruins furniture, initiates insurance claims, and disrupts business operations like mine. I will be unable to meet with clients and perform my job for several weeks while the building is cleaned out again.

Large drain off positioned in front yard of resident blocked by big pieces of cardboard that resident uses. Water pools in different areas or collects in above ground fish tank in side yard. Is this OK with the city to block drainage if the city installs it on private property?

My property at [address] flooded again on June 18, 2025, continuing a long-standing pattern of stormwater failures. This area lies within FEMA Zone AE. I have lost two vehicles to flooding and continue to suffer property damage and personal risk due to repeated flood events.
The creek that repeatedly overflows lies just off my property line, meaning I have no ability to access, maintain, or control the waterway that causes these floods. Despite this, my home bears the damage. City crews have occasionally cleared culverts, but no long-term mitigation appears to have been performed. This remains a clear public hazard.
I am formally requesting inspection and corrective action by the City under Title 13 of the Bloomington Municipal Code, which mandates maintenance, inspection, and prevention of stormwater harm.
I have also contacted FEMA Region V to report this issue and request federal documentation.
Attached to this report is one photo showing flooding on my property during the June 18, 2025 event, after I had to relocate my vehicle to prevent further damage. A parcel map showing the property location in relation to the adjacent creek is also available upon request.

Flooding continues to be an issue on W 11th Street, at the lowest point where it intersects with Blair Ave. Please see the photos and videos I took yesterday: https://drive.google.com/drive/folders/1WkvlvMpbzfWyCDrWhkIhXHjeLg5dyMIW?usp=sharing
I cleared all of the storm drains at this intersection yesterday BEFORE the storm, but within minutes after the storm began, more debris washed in and clogged them up. I had to risk going outside in severe weather and high winds to remove the new debris and keep the water from spilling over into my yard. I fear that one of these days a tree branch will fall on me while I'm out doing this. This road needs MAJOR engineering attention. One thing I noticed is that there are no storm drains on the uphill portions of 11th Street, or at the intersection with Orris Drive. I'm not a civil engineer but I believe that adding additional drains along these areas would help collect some of the water before it makes it to the bottom of the hill.

Stormwater drain is clogged with mud and other debris. When it rained last week, this area didn’t dry up for days bc the drain was clogged. The crosswalk was flooded and it was an accessibility issue.
