He said the officers were stopping people on skateboards and he said he saw no reason why there should be that many officers in one place. Mr. Riggins called to say he spotted an oversized white van w/City logo - woman driver (Kid City van) @ 1st and Lincoln driving West on 1st St. It was raining and the roads were slick. Driver rolled through stop sign or skidded, but didn't come close to a full stop.
