He said the officers were stopping people on skateboards and he said he saw no reason why there should be that many officers in one place. Mr. Riggins called to say he spotted an oversized white van w/City logo - woman driver (Kid City van) @ 1st and Lincoln driving West on 1st St. It was raining and the roads were slick. Driver rolled through stop sign or skidded, but didn't come close to a full stop.

Who should be taking care of this, and what is the deal on the road plans -- she runs a daycare and wants to put up a fence, but can't until the city tells her what they're going to do and where she can put the fence.
