Other: Lot #136, we have witnessed the owner Casera Sims carrying her dog solely by its collar in the air so it’s hanging by its neck when she carries it. The dog is not quite 1 year old but still big enough to hurt its neck. Also she has been leaving the dog tethered for hours unattended when she’s not home and it gets tangled and screams with no one to attend to it. Almost all of the time when it is tethered it doesn’t have food or water or shelter. A couple weeks back she was not home and left it out in a thunderstorm with no shelter. There is a lot of drug activity (meth) at this home and she is on drugs too and has been neglecting the dog and we can’t continue to watch the animal be abused by carrying it in the air by its collar.
