Other: I live in on Indiana Ave and 12th St. and around 4:15 this morning, construction acitivities (including what sounds like jackhammering) started up and have not stopped since. I have important events later this morning and desperately need sleep, but cannot fall asleep due to the noise. Every municipal code I checked made it seem like this loud activity is not permitted at this time of night.

First I want to apologize for the disruption to your sleep. I’m responsible for applying for my field staffs noise permits. We had a miscommunication that resulted in work starting before I had expected. We will have an post project review to hopefully prevent this in future.
