Hello Allison, I have followed up with INDOT Clarifying that the temporary traffic controls were in place within their right-of-way and asked what rules and regulations there might be for situations like these. In addition, I've reached out the Monroe County Highway Department noting the concern and offered to collaborate if desired. Ultimately we can be a resource to these two groups but how they operate their Right-of-way will be up to them.
