Trails:

Other: Many young people (most approx 10-14 years old) ride motorized bikes at high speeds along the trails at Olcott Park and Rogers family park. They also ride up and down The Stands Drive, often in the middle of the road. It is very dangerous, not only to them but certainly to pedestrians on the trails. I don't think they realize the danger of the blind curves and how fast they are really going. I'm not sure what a realistic answer is... I want kids to be able to get places independently and be outside with their friends, but maybe a "speed limit" if they are allowed on trails at all, as well as a campaign to educate parents and children about why it is important and just how dangerous it is. (Even pedal bikes can feel dangerous around the curves sometimes, but hopefully most adult bikers are aware of the dangers.) If they really need to use the trails for safe transportation at a slow speed that's one thing, but just to be riding fast for fun down the trails is extremely dangerous! I'm not sure how that would be enforced, and if it can't be then they probably shouldn't be allowed on them at all. Thank you for your help in keeping the trails safe for everyone to use!

Thanks for the report. We have been hearing these concerns for a couple months now. I think you might have multiple uReports in for this and I'll respond in-kind. The types of eBike devices ("e-motos") have evolved more rapidly than the state or local definitions of these devices, making them difficult to regulate. We are working with City Council and the Office of the Mayor right now on a new local ordinance that would help with categorization and regulation of these devices. The new ordinance is drawing on recent state law passed in Illinois and a local ordinance passed in Carmel. We hope to have this ordinance up for review at the October meeting of the Transportation Commission. Please share your advocacy with your city council person. Even with a new ordinance, regulating this type of behavior as it happens will be difficult.
