Business:

Other: Request for Zoning and Code Compliance Review – @tinygaragebloom Pop-Up : I am writing to request that the city monitor and review the operations of a recurring pop-up music venue publicized via Instagram at https://www.instagram.com/tinygaragebloom/.The venue operates out of a residential neighborhood, hosts public live music events, and charges an entry fee. This raises several municipal and state compliance concerns that I would like the city to address proactively with the operators: Zoning Use: The operation of a commercial, ticketed entertainment venue appears to conflict with residential zoning designations and the strict limitations placed on Home Occupations under the Bloomington UDO. State Fire Safety: Under Indiana Code § 22-14-3, public entertainment events that charge admission require a state Amusement and Entertainment Permit, which generally cannot be issued for Class 2 residential structures due to life-safety codes. Neighborhood Impacts: Recurring assemblies of this scale present consistent risks regarding the 24/7 noise ordinance (BMC Chapter 14.09) and residential occupancy limits. Please consider investigating this location and working constructively with the venue operators to guide them toward compliant business practices, or to help them transition their events to properly zoned commercial spaces.
