Other: I am submitting a noise complaint regarding the apartment construction occurring near my residence at 453 W That Rd, Bloomington, IN 47403. While the early‑morning noise has happened occasionally, today was the worst, with construction activity beginning around 4:50 AM. The noise at that hour is extremely loud and disruptive. I respectfully request that the City look into this and ensure the construction site is following Bloomington’s permitted construction hours. Thank you for your attention.
