Thank you for sharing this concern. Speeding on neighborhood streets is something we take seriously, but simply lowering the posted speed limit does not necessarily result in drivers traveling slower if the street itself does not change.
For this type of location, I’d recommend submitting Diamond Street through the City’s Neighborhood Traffic Calming Program. That program allows us to evaluate treatments that physically encourage slower speeds, such as speed humps, bump-outs, or other traffic-calming tools.
