This falls outside the City’s jurisdiction you will need to contact the County. Since, I am unsure what type of trash you are referring to and where it is located, below are the options for contact.
1. General Trash Nuisances & Public Health Violations - If a neighbor has accumulation of household trash, rotting garbage, or debris on private property that attracts pests or creates a health hazard, contact the Health Department's Environmental Health Specialists. Phone: (812) 349-2543, option 5. Email: [email protected]
2. Illegal Dumping on Roadsides or Public Land - If you spot someone dumping tires, electronics, or large bags of garbage on county roadsides, ditches, or public land, report it to the Waste Reduction District. Phone: (812) 349-2016

Unsure where "Trash" is located.
Refuses to remove the trash from the dumpster? Beside the dumpster? In the street? In the road? Assigning to neighborhood compliance officer for drive by to see if they can find trash.
