Other: I live a few houses down at 3927 and at 3899 theres a Husky type dog on a 2nd story balcony ALL the time. The balcony is probably only 5'x5' if that and 25-30' high and this poor dog is out there pacing and whining every time I look over there. It's been 7am, noon, 9pm. He jumps around too like he's going to hop over and he'd get seriously hurt. Not to mention there's no shade and I can't tell if there's water or food. If the dog barks you can hear the lady yell "shut the **** up! That poor dog is going to overheat or jump over and I'm worried about him. The people that live there I hardly ever see and I wouldn't be comfortable trying to ask them about it. They also have 2 different bully mixes inside I believe but the one always looks like she just had babies. I've heard barking from the garage on hot days as well. Please keep me anonymous
