I have received confirmation from Duke that they will be out to fix this, and I asked Duke if this kind of access will be needed in the future and I was told they would look into this. I will follow up again with Duke recommending protection of the right of way when access to this pole is needed. Thank you.

Duke Energy needs to repair the damage and reseed the grass. When they access this location in the future, they need to use temporary measures to protect the ground surface to prevent this kind of damage. We wouldn't consider adding any impervious surface here for access unless it was truly a frequent access need, and even then it would need to be paid for and permitted by Duke.
