People are allowed to smoke outside, they just have to be far enough from the entrances and windows such that smoke does not enter into the building. There's no "amount of feet" or specific distance required beyond this. Since the poster is anonymous, I could not follow up for more information about the location of the smokers. I did reach out to facilities about whether we have "no smoking" signs, and whether they should be posted a reasonable distance from the doors to City Hall at the back entrance.
