Other: I would like to report a recurring obstruction on a residential street in Bloomington. There are multiple vehicles being parked in a manner that partially blocks the travel lane, along with cones or barriers regularly placed in the middle of the roadway. This has occurred on more than one occasion and appears to restrict normal traffic flow. I am concerned this may present a safety issue and could impact access for emergency or service vehicles. I would appreciate it if this situation could be reviewed to determine whether it complies with local ordinances. Thank you for your time.
