Other: There is a culvert behind this debris. Water cannot run from road runoff on azalea ln. Plus we have a neighbor who leaves trash behind his fence that flows down to block culvert. these things are very heavy and I cannot lift them myself. This is city land and management issue for water drainage.

These culverts are located on private property outside of the city-maintained right-of-way. City of Bloomington Utilities does not perform maintenance on privately-owned stormwater infrastructure.
