Other: Car has parked about half way into the road right at the intersection of 10th & Dunn (North side of 10th). It is not a legal spot, clearly past the last spot on the block (sign). Trucks cannot get by. parking is hard with snow, but if you allow people to just park where they want it will only get worse.
