Other: My neighbors at 4327 w Gifford Rd. Bloomington IN 47403 leave their 2 dogs on the back everyday all day long with a couple occasions of them being left out all night. No one is home that I’m aware of. The temperature has dropped drastically and these dogs are left out long after dark from the morning or afternoon when they are initially put out. The back porch is cluttered. They don’t have any food or water left out for them. Again this has been an ongoing issue for a couple months now. I will attach pictures of the dogs and the address. These dogs are also tied down to a chair which could lead to them accidentally harming themselves.
