Other: Dogs at this address regularly leave the yard and charge at our leashed, walking dog. This has happened for months. The owners do not leave their own property to get their dogs under control, but ineffectively call them. After months of this happening I sent an email to them on July 20 (attached). This week on July 27, their gate was wide open, their dogs out, and they charged at my dog again. Again, the owner remained on his property and at a distance rather than coming out and getting his dogs.
