This is possibly a civil matter. If the house where the limb is hanging is a rental property then it may be possible to treat as a Title 16 violation. It would require a signed complaint request form

Complainant contacted HAND for status update, stating that issue was an emergency. Gave info to inspector & provided Duke Energy contact info and CJAM since she said was a dispute with her neighbor. tlr
