Other: The stop light to turn out onto W 3rd from Kimble constantly remains red so no one can turn left onto W 3RD from Kimble. You have to find the "right spot" to get the light to change. I live in the neighborhood and am constantly getting stuck at this light waiting for it to turn green. I often have to reverse my car and pull up again and again to try and find the right location to get the light to change and it never seems to be the same spot.
