Other: There is a growing campsite on the north side of Wylie, not far from the intersection of S. Walnut, that is effectively making it impossible for some individuals with special needs to use the sidewalk there. This is not in a secluded area, but instead directly by a home in a residential area. This is a mixed issue. Not only is this campsite impeding foot travel, it is also against Bloomington policy by being an overnight campsite on public property.
