Hello Sam,
I apologize for my delayed response. Thank you for sharing this concern, and I am sorry to hear that so many people are parking illegally along E. 3rd Street in the bike lane.
The City has plans to make improvements to this section of bike lane, along E 3rd. The improvements are interim materials to add protection to the bike lane in the locations where people tend to illegally park most often. Similar to the curb you suggested, the improvements are like rubber curbs that will be bolted into the ground between the bike lane and car traffic.
The improvements will be installed in the first half of 2024. We intend to develop a long-term design and improvements along E. 3rd Street and Atwater, but those are not yet planned. These changes are considered an interim improvement for the space.
Here is the project website where you can see the plans and contact information for the project: https://bloomington.in.gov/engineering/projects/3rdstbike2023
If you have further questions, please contact Hank Duncan, Bicycle and Pedestrian Coordinator, at hank.duncan@bloomington.in.gov or (812) 349-3529.
Thank you,
Beth Rosenbarger
