More information may need to be provided. Are carts being dumped in residential yards? Are they coming from a particular business? Has the business and/or police department been contacted if an ongoing issue? HAND is able to respond to particular incidents where non-yard items are found in a yard. Even with dumping, however, it is the responsibility of the property owner to remove such items. HAND will take a look at the area you designated.
