Other: Over the past several weeks (months?), it seems that more often than not the access control arms to the Morton St. parking garage have been open allowing free parking. This is great for those who don't have a permit, but it feels a little unfair to those of us who have a permit and continue to pay for parking. What's going on, how much longer is this anticipated to continue, and is there any recourse for permit holders? Thanks!
