Other: There has been a white Lincoln car broken down on the side of the street with a temporary license plate that expired in September. The vehicle obviously doesn't run and is turning what would be a 2 lane road into a one lane road. Please send an officer out to mark it for removal as its causing traffic limitations on the street. The car is located on South Sowder Sq.
