Adjusted signal timing on 2-3-16.

Traffic Signals:
Other: The new traffic light's timing is too short for traffic traveling east/west on Bloomfield Road. At best it stays green for 20 seconds before switching to red to let 1 or two cars from the Sportsplex/Millennium Apartment's go. Traffic westbound is worse than it was before the installation of the light, somehow.
