From what I can find, you should call your local post office and ask to speak to the superintendent. He or she will be able to advise you.

Other: Someone put an advertisement in my mailbox without actually mailing it, it has a hole to be placed on a door nob. My understanding is that it's a crime to do that. The company on the ad is "top notch mowing and landscapes" phone number 812-360-8543. I called and left a message with them complaining as well.
