Other: In space between 124 E. Kirkwood and 110 S. Washington. Can be accessed from Washington St. on north side of 110 S. Washington St. property. There is a gate that is unlocked allowing unrestricted access. During a site visit, I discovered a strong smell of urine in this area. Contractors working on site stated people are sleeping and urinating in the area. Please have owner, Paul Pruitt, place lock on gate.
