At approximately 4:14pm today (2/18/26) I was riding my bicycle in the bike lane on North College across from Square Donuts. Bus #2506, Route #6 (women with black hair) was stopped on the bike lane at the BT bus stop. I went around her into the lane of traffic. As I was going around her, she started pulling out at the time I was just behind her left shoulder. Her window was open, so I alerted her that I was there. I thought she would slow down or stop but instead she accelerated as she looked at me. She could have cared less. I got the look from her that said my bus is bigger you stop. I did stop abruptly almost wrecking in traffic otherwise she would of ran over me or further pushed me into traffic. Please email me what your resolution was as I will follow up.
Mary Norman 411 West Howe Street Bloomington, IN 47403 To Whom: I am writing to ask if a streetlamp be installed between my property and the property next door. These properties are: 411 (mine) 413 (AirBB)… as this is the only way to our back doors and parking lot. There is a utility pole already set in the ground and wires attached. The south side of Howe Steet is where I live – there are 4 of us that have property here. • Odd Fellows (corner of Madison and Howe) they occupy that house once a month for a meeting. • My property – 411 West Howe – I am a fulltime resident and owner occupied. • 413 West Howe is an AirBB and is only occupied now and then. • Rehab house on the corner of Rogers and Howe – 4 units occupied off and on with only men It is very very dark on this street along with tree foliage that blocks out any light, On the corner of Madison and Howe is a streetlamp but it is dim and doesn’t cast a lot of light. As a single woman in elder years, I try to walk as much as I can but restricted at night due to the darkness surrounding this street. I installed a motion light on the roof of my house, but it only shines with movement. I am willing to pay or partial payment of installing a streetlamp between 411 and 413 west Howe street. There is a short street that separates these two houses and the only way to get to our parking lot and back door. Homeless people walk thru our backyard traveling to and from Shalom Center and the park up a block on Howe Street. Yesterday I saw a homeless person “peeing” between my neighbor’s trash and recycle bins. There is no respect for personal property in our back area. We butt up to the apartment building on Second Street. Countless times police are there with lights flashing. It really is NOT safe around here without proper lighting. Please set up a time for someone to visit this area during evening hours. It will surprise you that you cannot identify who is walking down Howe Street… AGAIN, I would be willing to fund the lamp as would the owners of the AirBB. We have discussed the security issue and pathway our back yard becomes. Thank you for taking the time to read my concern and solution. Do not hesitate to contact me with any questions. Resident called and said 923 E Hunter Ave is storing their trash/recycle cans at the street.
This light was recently installed, and it has caused me to be unable to sleep in my own bedroom despite curtains. My back yard is almost entirely illuminated (see image). I believe this constitutes a light trespass as defined in Bloomington city ordinance section 20.04.090 section (4) and lacks proper shielding as outlined in section (5)(A).

Both 3313 and 3305 E Allendale Drive have placed temporary signs within right-of-way.
The Project School’s student pickup line causes so many issues on Washington and 3rd streets. Especially with the College Ave closure, the 3rd and Washington intersection gets backed up at pickup time. I live on Washington and it took me 20 minutes to get from the light at 3rd and Washington to my parking spot at 2nd and Washington. Additionally, with the College Ave closure, 3rd is getting insanely backed up from College to Dunn/Atwater. This is unsustainable and the project school traffic guiders are making the issue worse.
