Hole in utility lid with no meter. All other lids on this street have smart meters so I just want to make sure this one wasn’t vandalized

It appears owners built new out-buildings in the back of their property within the last year. Are these up to code? This property also has a lot of garbage and equipment strewn about the yard (vending machines, etc).
There is a hole forming on the higher platform of the play structure at Schmalz farm park and several kids of fallen because of it.
Every time I walk or bike by this house, a dog charges at me and scares the crap out of me and my kids. It is tied up but the leash is long and hard to see. The dog comes at us at full speed before hitting the end of the leash almost at the street. I’m tired of being terrorized and it can’t be good for the dog either.

Since there is a new historic survey approved by council, please fix this link: https://bloomington.in.gov/historic-bloomington/survey Also I would strongly advocate adding a way to search your property on “my Bloomington” by address/Including the survey designation in all of the list of information that pops up when you type in your address there.
There are two pot holes on south High Street in front of Childs Elementary Pre-K building (the first bldg south of the school.) The pot holes were repaired last year about this time but have reemerged and are a problem for drivers but also pose a threat to the children who walk to and from school. Thank you for your attention. Kathy Yonkman, Pre-K Teacher
