I would like to report unlawful practices, and a violation do ordinance of 20-03. My car was towed, without the requirements being met for a non-consensual towing. I had parked, my with the expectation that it was lawfully parked, as there were no conspicuous signing stating otherwise. I retuned to my car 2 hours later to find that it had been towed by chandler's towing service. According to 4.32.110 of the municipal code "it shall be unlawful for any tow business or tow truck operator to tow a vehicle unless the parking lot in which the vehicle is parked has signage, posted in plain view and visible to the public at each entrance and exit" the parking lot where I had parked did not have any signage indicating that the lot was permit parking only. This code, addresses it's intention, that being the protection of the communities most vulnerable members. following this event I have $60 to live off of for the next two weeks.
There is a syringe along the road about half way between 6th and 7th on Oak street. It is right across the street from the very large sycamore tree on the west side.
Since the dismantle of 2 homeless camps last week they seem to have migrated down the b line to a wooded area in a residential area within a block of a boys and girls club, and 3 blocks away from a middle school. between 11th street and cottage grove ave on Summit st. The city just towed a few abandoned cars from this street a week ago. Now their is more cars that people are clearly living in. They are setting up tents and seating areas like its their living room, theirs tents popping up in the woods along this road, and the TRASH and SMELL is getting out of hand. This is becoming a safety hazard for children who walk home from the school and boys and girls club in the surrounding areas as this is a school zone. The people residing in this "camp" scream, argue, fight, and curse loudly at all hours of the day and night. They block traffic loitering by the cars and scream at any car that tries to get through them, and have animals who are leaving droppings everywhere and no one picks it up. This is also encouraging people to start parking rv's in this area as well, and it is turning into "skid row". PLEASE do not let this camp get set up and get as bead as the two you just dismantled. It will be harder to get them to leave the longer you wait to address this. I have found several syringes in my yard along the alley so their is clearly drugs being used and distributed at this new homeless camp on SUMMIT st. in between 11th st & Cottage grove ave. Right across from the gas station on 11th. thank you.
I have a problem on my property with drainage. The drainage of my property runs off naturally into my neighbor's yard. His address is 3514 Morningside Drive. When a storm comes, his back yard pools and remains there for a few days until it is absorbed into the ground. I discussed with one of the neighbors how this might be resolved and volunteered to help pay for pipes that would carry the water that pools in their yard to the ditch along Morningside Drive. The neighbor didn't think that would work. Now they have dug out a deeper hole in their yard and are installing a "Sponge Garden." My understanding is that this will retain water and will not allow my yard to drain. This area has backed up into my basement in the past and flooded it. It seems to me that this will occur more easily with the installment of the "Sponge Garden." I appeal to the city of Bloomington to send engineers to come and see if there is some way that water can be drained into the ditch along Morningside Drive.
The North/South alley between 810 W. 7th and 804 W. 7th is being encroached upon by gardens, woodpiles, trees/vegetation and possibly the fence and cinder block garage owned by 810 W 7th St. As a result, the alley traffic is being diverted outside of the alley right of way and onto the private property located at 804 W. 7th. This appears to have been going on for a number of years. As the new owner of 804 W. 7th St., it is my full intention to re-claim the property/property line currently being encroached upon and proceed with renovations. I request that the Street Dept contact the owner of 810 W. 7th and order the encroachments be removed. With the assistance of a surveyor, I have located the NW and SW corner pins delineating the right of way and pounded new T posts just outside of the right of way in those spots and plan to post the entire property line once the encroachments are removed. Were I to reclaim the property line today, the alley would become impassible due to said encroachments. I request your assistance in remedying this situation in a civil and legal manner, as requests to the homeowner of 810 W.7th have fallen upon deaf ears. I request that you keep me in the loop regarding this issue. I would be happy to meet with a representative of the street dept, with survey in hand, to assist in clarifying and remedying this issue, as renovations of 804 W. 7th will begin in a few weeks. Hello. I am a Bloomington resident residing at 110 1/2 W 6th St. My apartment entrance is in an alleyway off of 6th between Walnut and College. While this alley has normal amounts of debris, there seem to be many unsafe wires dangling from the various poles and buildings. My main concern is with the alley behind my building. The entrance is off of Walnut between "Btown Diner" and "Samira" restaurants. There is an abundance of trash, grease, vomit, bugs, defecation, and cigarettes throughout the space that causes a repulsive smell and attracts many rodents. This is a very unsanitary environment that workers from the businesses(restaurants especially) on 6th Street take their breaks in. I am not sure the best course of action but I would suggest having the businesses clean their trash bins in addition to having the city power wash the grease and other various fluids off the pavement. I've noticed that the uReport system no longer shows the text of the updates made. There are only dates and words like "open" and "assignment" and "closed." Citizens cannot see what the City has said or reported about these uReports. There are no details on who is working on the case, what is being done, etc. Is there a reason why this information has gone away and transparency is now lost?
the western end of Morningside Drive--west of Smith Road--has long been unsafe because there are no sidewalks. There are several families with young children, many residents walking dogs and walking to the park, and sidewalks would greatly improve general safety. thanks.
There are several city tree's growing out of the side walk that are touching the building at 108 East 6th street that need to be trimmed back.
