If not, will the City be implementing its own similar parental/adoption policy? I'm surprised one does not yet exist. At least my understanding is there is no more than required FMLA. I am writing to complain about being towed from Bedrak Cafe parking lot at 8:30p by Tow Time and being charged $215. This is an extortion rate. The Bedrak Cafe has signs posted but you cannot see them when it is dark. They are tiny and dark in color. We were not given warning that we would be towed and then to be charged such an exorbitant amount is unreasonable. My fiance met me and we had 2 other friends that parked there. We were gone from our cars less than 20 minutes and 3 of the 4 cars were gone and the 4th one was in the process of being towed. The towing company has to be lying in wait for anyone to park there and then stealing your car and charging you this astronomical price. He then basically threatened us stating if we did not pay him immediately that it would cost us $20-40 more and that we would have to make an appointment to get the cars back at their convenience. This is extortion, we felt intimidated, and backed into a corner. Then on top of this he tells us that he has a contract with the owner of Bedrak Cafe to keep the lot cleaned out of all cars except when they are open. So how much of a kick back is Bedrak getting from Tow Time. And where is Tow Time located. I could not find a Bloomington address for Tow Time. What is the city regulations on parking and fees for being towed? This makes the city of Bloomington look very bad. No one will want to go down town if you cannot park in a lot where the business is closed. This is outrageous!

I am manager at TRACKS. We run a IU apparel and record store at 415 E. Kirkwood Ave. Every day between 1 and 6 homeless people gather and sit on the limestone planter outside our store. It is having a negative impact on our business and I would like to know if there is any recourse to get them to move on. What are the rules on who can sit on the planter for how long?

I work for Interstate Parking Company and we specialize in managing and leasing lots for different parking locations involving monthly, daily and event parking.
We are wondering if you had an Approved Vendor’s list or if there is a place to sign up to get up to date RFP’s for City of Bloomington, IN. Or if you suggest checking back on the City's website is the best way to look for new bids.

On two occasions, I have shopped at Sahara Mart when no heat was in use. The first experience was at the 2611 E. 3rd Street location, and the other was the 106 E. 2nd Street location. The second time the workers were wearing coats, hats and gloves while working the cash register. When I asked "Did the heat go out on you?", the employee said that they "Do not have heat." After the words escaped his mouth he acted as if he didn't want to talk about it any further. I wasn't sure where to report this, so thank you for the opportunity to let the city know.

I live across the street from Juannita's Mexican Restaurant, located at 620 W. Kirkwood Avenue. It is a residential neighborhood with several small businesses in the area. Since Juannita's opened in August 2013, they have routed music through an exterior speaker at a significant volume. I am able to hear this music clearly in my living room and bedroom, making it difficult for me to concentrate, relax, or at times even to sleep. I have called the restaurant staff on multiple occasions asking them to keep the music down. I have sent them a written request to the same effect. I have called the police on three occasions. I've seen no long term effect.
It seems that the exterior speaker is unnecessary and in violation of Bloomington's noise ordinance, given its location in a mostly residential area. I need to be able to relax and concentrate in my own home, but at this time nothing I've done has had a lasting effect. Please let me know if there are any steps I can take through the city to ensure that my right to quiet enjoyment is respected from this point on.
