The tenants had a party last night and there is trash thrown everywhere. The drainage ditch that runs along this area is not full of trash and trash cans. The place is a mess.

HAS RENTAL PROPERTY NEARBY AND IS CONCERNED ABOUT RATS AND OTHER ANIMALS. FROM THE LOOKS OF THINGS THEY HAVE BEEN DOING IT ALL WINTER.
