CLOGGED STORM DRAIN
(1) The speed limit sign on S. Swain Ave. posts a 30mph limit between University and E. 2nd St. This is a block with 3 houses in an area with 25mph. It would make more sense to make it consistent. (2) This evening another deer almost got hit at the intersection of S. Swain Ave. and E. 2nd St. Drivers speed on E. 2nd St. between the stop signs on Jordan and Mitchell. To make it safer, a stop sign should be placed at this intersection. At the very least, a Deer Crossing sign. I've lived here 5 years and it's been a constant concern.

Constituent called and said lots of potholes at this intersection. Said it's been a while (he thinks he submitted another uReport a few weeks ago). No follow up with me needed.
The entire intersection is filled with pot holes! Since this is so frequently used, can it potentially be addressed?
Pot holes
The traffic lights at the intersection of E. 2nd St and S High St appear to be on a timer 24 hours a day. This includes the left turn arrow for cars coming from the north; it always comes on whether there is a car there or not. For those of us who regularly drive through this intersection early in the morning (5:00 am and 7:00 am), it is an unnecessary waste of time and fuel to wait through the full rotation of the lights when there not be even a single other car the entire time. Can the traffic lights at this intersection be switched to sensors for a designated time at night until 7:00 am? Or, can they be set to flash red so it is essentially a 4-way stop?
Some time ago, utilities worked on a water main break (or similar) and never sealed proberly. Left large gravel areas. It has become dangerous, as vehichles are dodging the area by traveling into oncoming traffic to avoid the area. I have witnessed several close accidents.
