Tenants moved out and left a pile of trash in the front of the house, but the "landlord" does not respond to complaints (Jeff Jones, Pendragon). Can the City do anything about it?

Cut pavement hole by city 3 months ago and never blacktop. Hole is still there and very, very annoying!! I believe it’s a job unfinished or forgotten by city workers transportation department! Thank you
Excessive growth, structure failure, trash, clothing and garbage strewn about. Neighbors on east use as a place to throw their garbage. Been reported several times .
They have yet to mow their yard.
