The residents of 801 N Lincoln St have been parking at the end of the ally, next to their garage. They are blocking entrance and exiting from the alley. They have 4 vehicles parked at this address, with one always hanging over blocking the exit/entrance. Currently a black Buick sedan is blocking the alleyway. Please address this issues asap

Hello, I have woken up at 4 AM this morning, yesterday morning and the past several Wednesdays due to the trash truck noise. The noise was really loud since the truck was picking up the big dumpster right next to my apartment for almost 5 minutes. I noticed some days the truck comes late morning or afternoon, which is perfectly fine, but when it comes at 4 AM it really messes up my sleep and the following day. I would understand if it happens at a commercial building where no one sleeps in the middle of the night but this dumpster is located right next to the wall of my apartment building. I was wondering if you could help resolve this issue because it will be really stressful if it keeps happening. Thanks, Jinsik Han
