Street light flickering on and off (mostly off) at least between 5:30 and 6 am

I live on Handy Road and a few months ago after the pipe crew was well past our house and started to put down grass seed and straw I noticed that they seemed to have missed my yard and the neighbors. There are a few spots of gravel that need to be cleaned up also. I was wondering who to contact to get grass and straw before any heavy rains turn this into mud and wash way. Excess over growth of dirt and sand build up line the curb edge on W.2nd st. I started to notice it starting about Mary M's florist shop, continuing past Rogers for 1 to two blocks.

Perpetual dip in road. In the south bound lane of Weimer Rd. there is a perpetual pot hole patch eating dip. I have always been grateful for each time it is leveled out, but I notice it comes back again. My concern is that the sewer line runs parallel to this road and was wondering if there is a deeper problem that is eroding the sub-soil causing this reoccurring issue. Thank you
