Ms. Capestani stated that this is rental property and has tried to contact the owner to get rid of the overgrowth of weeds with no sucess. The weeds are very tall and have started to come over the top of the her fence.

He says that it's beginning to get into his house. He has called several different departments and people have been referring him around to various departments.
