Serious flash flooding in our neighborhood last night. At least 7 residential lots were affected on W Allen (6 north side of the street, 1 south side) directly west of the drainage creek that runs alongside Patterson. This has been an issue for several years, but is happening with increased frequency and severity. I've owned my house since 2012 and experienced 1 instance through 2019. Since then we've had floods covering much of my front yard at least twice a year. Last night was the 3rd instance this year and the worst I've seen. Water level reached my knees while on the sidewalk. Earlier this year, one neighbor's car was totaled due to flooding. Another had water rise up above floor level in their house a couple years ago. Previous attempts to clear brush, debris, and small blockages in the creek have had no impact. Rain garden bump outs were installed on Allen. They seem to have no impact as they run east up Allen whereas the source of flooding is the creek to the west. Utilities staff working on our block in the past have suggested culverts were too small to handle water flow. Reading the 2022 stormwater master plan, I wonder if installing a detention pond nearby might help. Water has been pouring onto the front yard of our office through a large crack in the concrete retaining wall at the east side of Building Trades park. This has been on-going over the entire day. We have not observed this happening after a rain event in the past.

Our neighbours have hooked pipes to their gutter drainage, and routed all that water under ground and out into our property, causing flooding and erosion. Multiple pipes are visible and at least one is causing a retaining wall to collapse. Please note your website crashes whenever I try to attach a picture.

The drainage from the street all runs down to the ONE drainage pipe and the interior or the structure that houses the pipe is deteriorating to the point that the bricks are washing out and piling up at the exit of the pipe. It's to the point that the entire system could fail and flood the home

Subject: Concern About Clogged Storm Drains on 1st Street Dear Bloomington Town Official, I am reaching out regarding an ongoing issue with leaves clogging the above-ground grated storm drains along 1st Street, between Henderson and Grant Streets. I previously reported this concern a few weeks ago, but the problem has reappeared due to the continued accumulation of leaves. The situation seems to have worsened following Bloomington's policy change to no longer collect unbagged leaves. As a result, many residents are no longer raking, and the town has become noticeably untidy. These clogged drains pose a significant risk of flooding when it rains, creating potential hazards for our community. I kindly ask for prompt attention to clear these drains and consider ways to address the broader issue of leaf accumulation to maintain the town’s cleanliness and prevent future drainage problems. Received this comment on report I submitted in early Sept: We investigated the area and didn't find anything we believe to be a main leak. There are a few residential fish ponds in this area that may be getting drained. We will continue to monitor the situation. Sent notification to Emily Tate, Anonymous I am still seeing this street spot as wet, just in the one place as from the attached picture I sent in the original report. I am happy to watch and document this as we head into freeze and thaw conditions. I believe it will cause cracking and some loose asphalt. I really don't think this has anything to do with residential fish ponds? The wet line has a definitive start line. Thank you

Location: 1212 S High St (High & Covenanter) Notes: The stormwater conveyance is public, and the wall is in the ROW. Homeowner came to CBU with the following complaint & request: The stone retaining wall next to the ditchline is deteriorating; this is the 2nd failure in the wall due to drainage problems.  Homeowner states that the ditch is in poor condition, not flowing properly, and full of "mud piles", etc which is causing erosion below the wall. He is requesting a call to schedule a time to meet onsite to show staff what is happening and determine what can be done about it. If he is not available by phone, he requests that we knock on the door upon arrival so they are aware of our visit and will walk the site with us. I notified him that most of our staff is currently out of the office, but someone should be able to meet with him on Friday. (He agreed to this potential timeframe.)
