The residence is now a rental and there are approximately 15 people living there. The yard is a mess. There are plastic bags and trash in the front of the house that has been there since last year.

Neighbor reports stacks of trash and empty boxes behind Save-a-lot grocery. The wind blows the boxes/trash into neighbors' yards.
Sanitation Employee noticed a large amount of trash placed in the City "green" trash barrels placed in the downtown area. It appears that residents, Bobby Hazan & Mark Sider in Apt. 11 are utilizing the city's green barrels for personal use.
There is trash behind the house since November.
