Resident, working as a rideshare driver, reports observing traffic at the intersection of E 17th St. and N Eagleson Ave. for approximately 20 minutes. During this time several pedestrian near-misses were observed. Resident believes that Rush Week has created a situation where IU students are frequently crossing the road while distracted with their smartphones (i.e., participating in Rush-related activities). Consequently, students are using sidewalks according to existing paint markings on the road. Although 2 crosswalk curb ramps have been removed recently, paint for those crosswalks is still on the road. The paint is also impeded by mud in parts, which can be difficult for drivers to see. Students are prompting traffic to stop at 4 separate locations along E 17th St. at irregular intervals. Resident is requesting removal of old sidewalk markings and/or posting of a crosswalk closure sign.

Drainage or Runoff

Case Date:

Hello! Still waiting for the culvert clean-out on Davis Street between South Washington and Lincoln. It's filling with silt and vegetation and trash, which makes it prone to flooding. Thank you for your attention to this matter!

Trees on Pete Ellis Drive marked for removal Hi there—I just read the article in the paper about this issue. Please work with the state to not remove all of these beautiful old trees. Surely some compromise can be made to save some of them! Thank you!

I am a resident in the area of Pete Ellis Drive and Discovery Parkway in Bloomington, Indiana, and I am writing to strongly urge you not to proceed with cutting down the trees along these roadways. These trees provide far more than aesthetic value. Mature urban trees offer shade that reduces pavement temperatures, lower surrounding air temperatures by several degrees, and help combat the urban heat island effect. They reduce energy costs for nearby buildings, improve air quality by filtering pollutants, absorb carbon dioxide, and help manage stormwater runoff by intercepting rainfall before it reaches drainage systems. Removing them increases runoff, erosion, and strain on municipal infrastructure. These trees also serve as critical habitat for birds, pollinators, and other wildlife, helping maintain local biodiversity. Beyond environmental benefits, numerous studies show that trees improve mental health, reduce stress, support public safety, and increase property values. Tree-lined streets encourage walkability and community engagement, contributing to overall quality of life. Mature trees cannot simply be replaced with saplings and expected to provide the same ecological, environmental, and economic benefits for decades. A replacement ratio of less than one-fifth does not meaningfully offset the long-term loss of canopy coverage. It takes 20–40 years for newly planted trees to begin delivering comparable benefits. Urban tree canopy is an essential part of climate resilience planning. Many cities are investing heavily in expanding — not reducing — their canopy to meet sustainability and climate goals. Removing established trees runs counter to these broader environmental objectives. I respectfully ask that you reconsider this proposal and explore alternatives that preserve as many existing trees as possible. If removal is deemed absolutely necessary, a significantly higher replacement ratio and a clear canopy restoration plan should be implemented. Protecting our urban canopy is an investment in the long-term health, sustainability, and livability of Bloomington. Thank you for your consideration.

The uReport search and map features no longer seem to be working. It will allow me to search, but the results are not accurate. Furthermore, you used to be able to look at a map to see where previous uReports had been made. This feature no longer works. Can you please let me know if these features were purposefully removed or simply are not working at the moment? If they are not working at the moment, when will they be fixed?

Request a new Street Light

Case Date:
2/17/2026

Mary Norman 411 West Howe Street Bloomington, IN 47403 To Whom: I am writing to ask if a streetlamp be installed between my property and the property next door. These properties are: 411 (mine) 413 (AirBB)… as this is the only way to our back doors and parking lot. There is a utility pole already set in the ground and wires attached. The south side of Howe Steet is where I live – there are 4 of us that have property here. • Odd Fellows (corner of Madison and Howe) they occupy that house once a month for a meeting. • My property – 411 West Howe – I am a fulltime resident and owner occupied. • 413 West Howe is an AirBB and is only occupied now and then. • Rehab house on the corner of Rogers and Howe – 4 units occupied off and on with only men It is very very dark on this street along with tree foliage that blocks out any light, On the corner of Madison and Howe is a streetlamp but it is dim and doesn’t cast a lot of light. As a single woman in elder years, I try to walk as much as I can but restricted at night due to the darkness surrounding this street. I installed a motion light on the roof of my house, but it only shines with movement. I am willing to pay or partial payment of installing a streetlamp between 411 and 413 west Howe street. There is a short street that separates these two houses and the only way to get to our parking lot and back door. Homeless people walk thru our backyard traveling to and from Shalom Center and the park up a block on Howe Street. Yesterday I saw a homeless person “peeing” between my neighbor’s trash and recycle bins. There is no respect for personal property in our back area. We butt up to the apartment building on Second Street. Countless times police are there with lights flashing. It really is NOT safe around here without proper lighting. Please set up a time for someone to visit this area during evening hours. It will surprise you that you cannot identify who is walking down Howe Street… AGAIN, I would be willing to fund the lamp as would the owners of the AirBB. We have discussed the security issue and pathway our back yard becomes. Thank you for taking the time to read my concern and solution. Do not hesitate to contact me with any questions. I shall wait patiently for your reply. In regards Mary Norman 812.650.2823
