Street light on Bent tree, between 2135 S and 2131 S bent tree is not working, flickering and going out, looks like needs a new bulb, or maintenance

There is a dead bird lying in the middle of the sidewalk. It is located at the north corner of the Morton Street/9th Street intersection. Concerned that it could be eaten by somebody's dog.

No photo, unfortunately. I commute south on I-69 regularly, and a white four-door with a black hood has been on the margin of the north-bound lane for at least 2.5 days now.
