no tags on trash; is putting bus passed on trash for pick up

still putting bus passes on trash; not sure what to do to remedy. Is an elderly gentlemen and after speaking to him he is convinced he is putting trash stickers on; the only tags on his cans are write ups left by the crew for no tags and his bus passes.
