The two street lights located in the alley between Dixie and Dodds Streets are burned out. Last time they were replaced a couple years ago they only stayed lit for about 2 months.

I live down the street from a construction site which is consistently incredibly noisy very early in the morning. I have reported this construction site for noise violations before, and the problem was, for a time, resolved. However, the problem has started again as they are once again beginning work early in the morning (around 5 a.m.) which, I am aware, is well before the time they are supposed to start even staging for their operations. I am an IU grad student and I need to be able to rest. I am aware that my neighborhood is in a rather defunct part of town, but people still live here and need to be able to function as normal. Multiple unhoused people are beginning to gather behind the residential dumpster and by the mail boxes. They hang out for awhile and then it evolves into them setting up camps and tarps, etc. often results in disturbances in the early morning hours. This is not the first time this has happened. Drug use and evidence of drug use was found. Do not want criminal charges or anything, just for them to not set up In our backyard.

My next door neighbor has set up a unhoused encampment next door. They have unleashed dogs we can climb under the fence and there is no access to water, trash disposal, or bathroom facilities. No discussion was had with me prior to the encampment moving in and it is preventing me or my dog being able to use our backyard.

It Is believed this home is being used as a sober living home. They are charging recovering addicts for a bed. I do not believe they have been approved for this by HAND or have any of the proper documentation to run a place of this nature. The company seems to be scamming people for money to get these homes in their program.

This is more of a question really. A neighbor has claimed quite a bit of land that is listed as city property, but claims because she mows it, it is hers. It seems the city agrees, because for years they've allowed only her to use the site. Is this true? I have close to half an acre behind my house the city isn't using it maintaining at all. I would really like to expand my current property into that area. I'd hate to put all that work in though before knowing if I would get the same deal with the city my neighbor has.
