Garbage can(s) sitting on the road/sidewalk

We were charged over $300 under sanitation for "Large Item Pick up", however, were not responsible for any items that were allegedly picked up. I have tried to get in contact with the sanitation department for the past month with no avail. I would like to get this issue resolved so I am not responsible for the charges or the late fees that could potentially accrue. Large maple tree behind property (formally on 908 N. Walnut), has fallen into high voltage, primary distribution lines and snapped them. Tree remains suspended on remaining wires, broken ones are one the ground. All houses within a few blocks of this are now without electric service.
