neighbor reports that there are several bags of trash and junk that are out in fornt of this apartment complex and that the trash hauler only empties the dumpster and that the trash is being scattered all over the neighborhood

This morning, I saw a shirtless person going through some trash on the north side of 7th street, between Lincoln and Grant. He looked like he was intoxicated and I did not confront him for safety reasons. He left a large amount of debris in the alley and it could damage a car tire. Nails, screws, etc.
