Distracting flag signage by roads
Traveling eastbound on 2nd Street, when preparing to turn right onto College, there is a "No Turn On Red" sign with a street light behind it. The light isn't shielded, and because of this, it's nearly impossible to read at night. Please see attached photo.

West 3rd Street from S Rogers to Patterson is a narrow residential street. Lots of trucks use this street. W 3rd. St. is designated “neighborhood residential street” in the Bloomington Transportation Plan which means “low speed and low volume”. There is a sign east of Rogers on 3rd. that says “No through trucks on 3rd St” but it is old and very faded. New sign needed. Also it might be effective to have a sign at Jackson and 3rd also. Thank you for considering this concern.
The south side of West Allen Street has always been no-parking any time, but recently more and more vehicles are parking on the southside and blocking traffic. Our signs that show it's no parking are faded and spaced about three houses apart. I didn't know if the signs need to be updated or we need more signs, or does more enforcement is need to solve this issue before it gets much worse. Thank you for any help you can provide.
Traffic along 17th St (in both directions) has been backed up during rush hour for a couple of weeks. The problem stretches from Dunn St to Monroe St. The worst is at the College and Walnut lights. People can’t turn on 17th because of the back up and are then blocking traffic. Please help, thanks!
Traffic backups on 17th have been really bad recently. The backups start from College/Walnut in both directions. Westbound traffic is sometimes backed up to somewhere between Lincoln & Dunn, and eastbound traffic is sometimes backed up to somewhere between Madison & Maple. This occurs at various times per day, not just at rush hour. Last night at 7:45pm it took me ~10 minutes to get from Grant to College. It also causes problems for drivers turning from College/Walnut onto 17th because the traffic already on 17th St has it gridlocked between College & Walnut. I don't know what has happened recently with construction, detours, light syncing, etc., but it's really bad and wasn't like this last school year.
Noticed the installation of speed monitoring bands the other day at Morningside and Sheffield. Can you explain the purpose? Curious as recent traffic calming was installed so not sure if it is monitoring for improvements, considering some alterations, or a different purpose. Thank you. Greenway improvements have been helpful in whole.
When I am southbound on S. Williamsburg Drive, next to Arby's at 2813 E. 3rd Street, and am trying to turn onto 3rd Street, it is hard to see clearly to my left for oncoming traffic. There are bushes and yard debris piled onto the raised area next to 3rd street that forces me to pull dangerously far onto 3rd street to be sure no traffic is coming. Can you clean up that sight line? If so, thank you SO much! I am there often as are more and more drivers.
